Storm Water Fee Ordinance
The Phase 1 NPDES MS4 program is a federally mandated but un-funded program. AL 95-775 was passed by the Alabama Legislature so that a fee can be collected to finance the storm water program. For the un-incorporated Jefferson County, the program is financed through a fee that is assessed on property parcels.

Exemptions to Fee Ordinance
There are exceptions to paying this fee. The Legislative Act 1532 was amended by Ordinance 1576 to address the type of exemptions.
